You got it kind of mixed up.
On the Bungie.net website if you link your gamertag to the website, you can browse a “forge library” on your computer and choose to download certain Forged Maps onto your Xbox 360.
These selected maps will be added to your “Download Queue” and the next time you log on to your Xbox 360 and on Halo 3, it’ll automatically download!
I doubt it will work at the moment, since Xbox live is having problems…. But if it was working right, it should.

Hey Karl, first of all your obviously going to need a Xbox Live connection. Then you can go on your computer and go to http://www.bungie.net, there will be a banner and beneath that will be sections, I believe there is one called community, and another drop-down menu that says “Community Files” go ahead and click that. (I could be wrong about it, but just take a look at all the sections until you find Community Files.) Once your there, you can look at peoples Photos, Maps, Game Variants and Films. Click Download, and it will prompt you to login. Use the E-Mail you used to setup your Xbox Live account for E-Mail Address and put in your password. After all this you can download a maximum of about 8-9-10 files at once. Once you reached the maximum you have to boot up your Xbox and go to Halo 3. The files should be in your Active Transfers and will take a bit of time to download. Once this is all done you can use these files and play them in Custom Games or Forge.
Peace,
