Halo 3 ODST Firefight – Do you have to get a specified quantity of kills to pass a wave or can you just wait around for a time restrict to go out and pass the wave?

no every wave has a certain amount of spawns, you have to kill them all to get to the next wave
there are 5 waves per round, 3 rounds per set, and 4 sets per game
everytime it gets harder and harder as ammo gets lower and spawns get tougher, usually when theres someone on a vehicle it doesnt count them

Yes, you have to kill all the enemies to pass a set (There’s no time limit). Every set has 3 rounds and every round has 5 waves.

You just have to kill the majority of the enemies (the ones in the vehicles tend not to be counted so you can leave them if it makes life easier for you).
